Location: Pacoima, CA | On-Site, Full-Time

Salary Range: $75,000–$100,000 annually

Reports To: Executive Vice President, Operations & People

Cosmetic Group USA is looking for an experienced, hands-on People & Culture (HR) Manager to join our team!

As an established manufacturer of color cosmetics, skincare, and personal care products, CGUSA is seeking an HR professional who brings strong technical expertise, sound judgment, and a genuine passion for supporting people and building a positive workplace culture.

This is an opportunity for someone who enjoys being actively involved in daily HR operations while partnering closely with department leaders and executive management.

Key Responsibilities:

• Oversee daily HR operations, processes, and employee support.
• Manage recruitment, hiring, onboarding, and employee retention initiatives.
• Oversee payroll administration and ensure California wage and hour compliance.
• Administer employee benefits, including health insurance, 401(k), and open enrollment.
• Manage employee relations, workplace investigations, and performance management.
• Ensure compliance with California employment laws, leave requirements, and HR policies.
• Support employee development, engagement, and workplace culture initiatives.
• Provide guidance to managers and HR support personnel.

What We're Looking For:

• Minimum 5 years of progressive HR experience.
• Strong knowledge of California employment laws and HR best practices.
• Hands-on experience with payroll, recruitment, benefits, and employee relations.
• Experience with Paycom or a comparable HRIS platform.
• Excellent interpersonal, communication, and problem-solving skills.
• Manufacturing industry experience preferred.
• Bilingual English/Spanish strongly preferred.
• PHR or SHRM certification a plus.
